In order to qualify for construction opportunities at the Lab, contractors must meet the requirements shown below:

California Contractor License

A valid California Contractors license is desired.

Financial Data

Financial statements for two years need to be provided. 

Surety

Name of the present surety.

  • The surety must be listed on the Department of the Treasury's Listing of Approved Sureties.

Certification from the surety or its agent regarding:

  • The number of times it has completed contractor's work in the past five years.
  • Total bonding capacity of the contractor in dollars.
  • Available bonding capacity of the contractor at the time of response in dollars.

Insurance

Listed below are the insurance requirements:

  • General Aggregate
    $5,000,000
  • Products, Complete Operations Aggregate
    $5,000,000
  • Personal and Advertising Injury
    $1,000,000
  • Each Occurrence
    $5,000,000
  • Business Auto Liability (per occurrence)
    $1,000,000

The contractor shall, at its own expense, provide the maximum benefits stated in the Workers’ Compensation Law of the State of California.

Safety Records

Contractor's California Experience Modification Rates (EMR) for the last three years should be 1.0 or less.

Provide a written explanation of the corrective measures that are being implemented by your company to improve its safety, if any of the following occurs:

  • Occurrence of any fatalities the last three years,
  • Receipt of any OSHA citations within the past five years,
  • Days Away or OSHA Recordable Incident Rates for the past three years are above the national average found on Table 1 of the Bureau of Labor Statistics website.

Provide the contractor's NAICS code for OSHA reporting purposes.

Experience

  • Description of the projects completed in the past three years.
  • Value of the work performed by the contractor's own forces on all projects listed above.
  • Name and phone number of the owner's representative for each project listed above.

Staffing

Adequate staffing with US Citizens is desired.  Must show ability to staff with US Citizens. 

Provide a statement confirming enrollment as a Federal Contractor in the E-Verify System by providing a copy of the Contractor's 'Company Information' page printed directly from the E-Verify System.
